स्टालिन का कहना है कि तमिलनाडु सरकार विधानसभा में वीबी-जी राम जी योजना के विरोध में प्रस्ताव लाएगी

तमिलनाडु सरकार शुक्रवार को केंद्र सरकार की वीबी-जी राम जी योजना के विरोध में विधानसभा में एक प्रस्ताव लाएगी [replacing MGNERGS), Chief Minister M K Stalin announced on Thursday. Mr Stalin said this during a debate in the Assembly.

The House witnessed a heated debate between the Treasury Bench and the Opposition over protests by a section of teachers and government employees, and on the provisions of the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) scheme introduced by the Union Government.

Speaking on the Motion of Thanks to the Governor’s address, AIADMK MLA P. Thangamani listed some of the poll promises made by the DMK in the run-up to the 2021 Assembly polls and said there was no announcement regarding several pending assurances.

Minister for Public Works E.V. Velu contended the DMK had fulfilled 90% of its poll promises after coming to power and had implemented several other initiatives that were not part of its 2021 election manifesto.

Mr. Thangamani said the DMK government should hold talks with protesting teachers and government employees and fulfil their demands.

Chief Minister M.K. Stalin intervened and said government employees had the right to place their demands and to protest. However, with the intention that even such rightful protests should come to an end and not continue indefinitely, Ministers had invited them for talks. “We did not invoke TESMA or ESMA. We did not arrest them overnight. All this happened during the AIADMK regime [2001-06]. हम सरकारी कर्मचारियों के विरोध प्रदर्शन के मात्र दर्शक नहीं बने रहेंगे, ”श्री स्टालिन ने कहा।

विपक्ष के नेता एडप्पादी के. पलानीस्वामी ने कहा कि पुरानी पेंशन योजना (ओपीएस) को बहाल करने के अपने चुनावी वादे को पूरा करने के बजाय, डीएमके सरकार ने केंद्र की एकीकृत पेंशन योजना को संशोधित किया और तमिलनाडु सुनिश्चित पेंशन योजना (टीएपीएस) पेश की। उन्होंने कहा कि ओपीएस की बहाली को लेकर सरकारी कर्मचारियों की शिकायत अनसुलझी रही.

श्री स्टालिन ने कहा कि टीएपीएस की घोषणा के बाद, सरकारी कर्मचारी संघों के सदस्यों ने उनसे उनके कक्ष में मुलाकात की और उन्हें धन्यवाद दिया। हालाँकि, श्री पलानीस्वामी ने कहा कि केवल कुछ संघों ने इसका स्वागत किया है।

आगे बोलते हुए मुख्यमंत्री ने कहा, “अभी भी कुछ मुद्दे हैं। मैं यह नहीं कह रहा हूं कि हमने सब कुछ पूरा कर लिया है। अभी भी एक या दो प्रतिशत बाकी है। हम दोपहर के भोजन और आंगनवाड़ी कार्यकर्ताओं और अंशकालिक शिक्षकों के साथ बातचीत कर रहे हैं। उनकी मांगें भी निश्चित रूप से पूरी की जाएंगी। अगली सरकार भी द्रविड़ मॉडल सरकार होगी।”

वीबी-जी रैम जी के विरुद्ध संकल्प

श्री थंगामणि ने कहा कि वीबी-जी रैम जी के तहत, गारंटीकृत कार्य दिवसों की संख्या 100 से बढ़ाकर 125 कर दी गई है।

हालाँकि, ग्रामीण विकास मंत्री आई. पेरियासामी ने महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना (एमजीएनआरईजीएस) से महात्मा गांधी का नाम हटाने और इसकी जगह वीबी-जी रैम जी लगाने पर आपत्ति जताई।

उन्होंने यह भी आरोप लगाया कि केंद्र सरकार ने एमजीएनआरईजीएस के तहत 100% केंद्रीय वित्त पोषण के मुकाबले, वीबी-जी रैम जी के तहत केंद्र और राज्यों के बीच फंड-शेयरिंग पैटर्न को 60:40 में बदल दिया है।

श्री पलानीस्वामी ने कहा कि उनकी पार्टी ने योजना से महात्मा गांधी का नाम हटाने का विरोध किया था, लेकिन द्रमुक मनरेगा के तहत गारंटीकृत कार्य दिवसों को 100 से बढ़ाकर 150 करने के अपने चुनावी वादे को पूरा करने में विफल रही है।
